What year 9.9 omc outboard could be converted to 15 hp by just changing the carburetor? Thanks!

Don't know that the carb is all that makes it, there's often subtle differences that would add up to the 15 rating. check the specs, timing might be different, the intake could be restricted [that's how some 18/20's from are de-tuned from 25/35's]. You can look at BRP cataloges & compare part #'s by year or model. Good Luck.

+1^ . The last time I had to use the tuner, reed shims, carb. They had multiple configurations for them depending on the year.
